BAKERSFIELD, Calif. (KGET) -- The mother of a 19-year-old man who was pushing his disabled vehicle when he was struck and killed by another driver last year has filed a claim against Kern County, alleging poor roadway design and lack of lighting in the area.

On Sept. 26, 2024, Fabian Ignacio Castaneda, 19, was pushing his vehicle on 7th Standard Road near Heath Road after it broke down, according to the Bakersfield Police Department.

Castaneda was then struck from behind by another vehicle traveling east, police said. Castaneda was pronounced dead at the scene.

The driver of the other vehicle remained and cooperated with the investigation. Alcohol and drugs didn't appear to be factors in the crash, according to investigators.
