STATEN ISLAND, N.Y. — Three City Council candidates laid out their visions for the South Shore Tuesday ahead of the November general election.

Incumbent Councilmember Frank Morano, who has represented the 51st Council District since May and is running as a Republican, Democrat Cliff Hagen, and independent candidate John Buthorn joined the Advance/SILive.com at its Bloomfield office for an editorial board about what they hope for if elected.
