Senator Alex Padilla (D-California) has introduced a bill to ban mid-decade redistricting, a move he says will ensure "fair" redistricting practices.
The California Democrat argues that redistricting should happen only once every 10 years, following the census, and be done by an independent body to remove political influence.
He has also appeared in a "Yes on 50" campaign ad, promoting a California ballot measure that would allow for a new, temporary congressional map. This measure aims to counteract mid-cycle redistricting efforts in Texas, which could affect the balance of power in the U.S. House.
