PORTLAND, Maine — The city of Portland is trying to establish a new emergency warming center as winter is fast approaching.

The city recently applied for a MaineHousing grant to create a warming center in the same building that serves as the city's shelter for asylum seekers on Riverside Industrial Parkway.

City officials said limited resources have proven difficult to find a different location.

"It just seems like a Band-Aid solution to what is really a systemic failure," Portland City Councilor Kate Sykes said.

The shelter is about a 15 minute or so drive from unhoused communities on the peninsula, which Sykes said is too far for people who need it most. The plan, however, includes shuttle transportation services to get to the site.
