SPARTANBURG, S.C. (FOX Carolina) - Spartanburg City Council voted on the first reading of a hate crime ordinance on Monday.

The ordinance would make intimidating or injuring anyone based on ethnicity or race a separate offense.

South Carolina is one of only two states not to have a statewide hate crime law, but several cities have passed their own versions, including Greenville.

City council passed the first reading of the ordinance.
