Surrey Police Service Chief Constable Norm Lipinski was tasked by the Surrey Police Board on July 16 to investigate and report back on a service/policy-related complaint contained in a redacted letter, and this is what he found.
The complaint concerned a 911 call for help that raised "serious concerns" about the response an injured man received after being involved in a "significant" traffic crash where a vehicle veered off-raid and landed in a ditch. The complaint was lodged by a man on his father's behalf.
"To our shock," the complainant wrote, "the operator told (redacted) that unless (redacted) was bleeding, it did not qualify as an emergency and advised (redacted) to call a tow truck instead. No emergency services were dispatched."
