The Soldotna City Council has approved new zoning rules designed to guide development in areas that could be annexed into the city.
On Sept. 10, 2025, the council enacted Ordinance 2025-023, which creates an “Annexed Transition (AT)” zone as a holding designation for any territory brought into city limits. The change comes as voters prepare to decide on a ballot proposition regarding annexing 2.63 square miles of adjacent territory.
Previously, the city code required the Planning and Zoning Commission to recommend a comprehensive zoning plan within 30 days of annexation. City officials said the deadline was too short for a thorough review of existing land uses, infrastructure, and public input.
