MANCHESTER, Conn. —

The Broad Street section of the Manchester Parkade has been empty for more than 15 years. There have been several attempts to develop the property, but no plan ever broke ground. Now the town is in advanced talks with a third-party developer to do something with the lot, that people in the area say they are happy about.

Gary Anderson, the Director of Planning and Economic Development for the town of Manchester, says developer Anthony Properties has submitted their final proposal for a 232-housing unit complex at the abandoned site. The lot is right in front of the Parkade Cinemas, and across the street from the more thriving part of the Parkade that includes Stop and Shop and other stores.
