The Chattanooga City Council is considering a special tax deal for the owners of Northgate Mall, who are asking for the agreement to help pay for the costs of upgrading Hixson's largest retail area.

According to the resolution, the agreement would help the owners cover the cost of improvements to the "water, wastewater, and stormwater systems that provide service to Northgate Mall and surrounding properties".
It would also help pay for upgrades to attract new businesses to the aging mall.
