INDIANAPOLIS — Residents at a downtown Indianapolis public housing property say safety continues to be an issue. The Lugar Tower apartment complex is subsidized housing for elderly and disabled people.

“We got incidences, people yelling and fighting in the lobby, in the elevators, on the floors,” one woman told 13News. She asked to be anonymous because she’s worried for her safety. “There’s been robberies, there’s been shootings…a lot of them are just shooting guns off. So it gets a little scary when you don’t know which bullets, which direction they’re going.”

IMPD has responded to the complex 883 times between January 2023 and June 15, 2025, according to court documents. Some of those calls are minor for welfare checks or illegally parked vehicles, but others are more serious for tresp
