PORTLAND, Ore — The Trump administration says it's investigating an Oregon policy that requires parents seeking to adopt a foster child to commit to supporting and affirming LGBTQ+ children. Andrew Gradison, acting assistant secretary for the federal Administration for Children and Families (ACF), raised the issue in a Tuesday letter to the Child Welfare Director at the Oregon Department of Human Services (ODHS).
Although she isn't directly named, the letter appears to focus on the case of Jessica Bates, an eastern Oregon mother who sued the state in federal court in 2023 after her application to adopt two foster children was rejected because she wouldn't comply with the LGBTQ+ rule for gender identity. Bates, who is Christian, argued that the requirement violated her rights to free spe
