Chancellor Rachel Reeves is expected to remove the controversial two-child limit on Universal Credit payments in the Autumn Budget next month. We have mapped how the policy affects people across Great Britain.

Official figures show that nearly 1.7 million children lived in households impacted by the rule last year. It means parents cannot claim the child element of Universal Credit for more than their first two children, unless exceptional circumstances apply such as multiple births (triplets, etc) or non-consensual conception.

The restriction was introduced by the Conservative Government in 2017. It also previously applied to Child Tax Credit, which was abolished in April 2025 as part of the changeover from legacy benefits to Universal Credit.
