PORTLAND, Ore. — President Donald Trump declared in a social media post Wednesday morning that National Guard troops are "now in place" in Portland, though as of noon, no troops could be seen anywhere around the outside of the ICE facility on South Macadam Avenue. Whether there were any inside is unclear; local officials previously indicated that the Guard would not arrive in the city until later this week .
