NORFOLK, Neb. (KTIV) - A Norfolk man faces charges of first-degree assault and obstructing a peace officer after being restrained by bystanders.

The Norfolk Police Division was called to the scene at 8:06 p.m., on Tuesday, Sept. 30, after police officers were called to a disturbance at a residence in the 400 block of North 5th Street.

After their arrival, officers discovered several people outside the home, restraining a man, later identified as 20-year-old Mynor Chocoy To of Norfolk. Witnesses at the scene reportedly told officers Chocoy physically assaulted another man before police arrived.

According to statements made by witnesses, Chocoy, appearing highly intoxicated, left his second-floor apartment and began to make comments about the people who were gathered in the area.
