YOUNGSTOWN, Ohio (WKBN) - The City of Youngstown's law director is asking the Public Utilities Commission of Ohio (PUCO) and a court-appointed receiver to "undertake all efforts" to get operations to resume at SOBE Thermal Energy plant.

This, after efforts to provide steam to downtown Youngstown through Youngstown State University had failed.

On Tuesday morning, Wabash Power Equipment took back its steam production unit from SOBE Thermal Energy Systems due to a lack of payment.

SOBE Thermal Energy Systems was leasing the machinery so it could serve roughly 27 buildings downtown, including City Hall, with steam heat and chilled water.

After the unit was removed, the plan was to use the steam-generating plant at YSU because 10 years ago, YSU bought its steam from what was then Youngstown
