CLEVELAND, Ohio — Cleveland’s chief city planner has been arrested and charged with felony theft and is accused of creating fraudulent marriage and death certificates to receive paid family leave from the city.
Kim Scott, 67, who’s worked for the city since 2007, is charged with fifth-degree felony theft, according to Cleveland Municipal Court records. She was arrested Wednesday.
City spokesperson Sarah Johnson said Scott is on unpaid administrative leave, pending the outcome of the criminal case. Cleveland’s policy is to place employees on leave until their case is adjudicated.
