PORTLAND, Ore. — The Multnomah County District Attorney's Office determined two Portland police officers were justified in their use of deadly force against a man in late September. They shot 30-year-old Bryan Velasco Ruelas , who was suspected of threatening gas station workers with a gun, according to the Portland Police Bureau. Velasco Ruelas survived.
On Sept. 20, police officers responded to a disturbance on Southeast Foster Road around 8:45 a.m. When they arrived, they determined Velasco Ruelas, armed with a gun, had threatened a gas station employee before driving away. Police received an additional call about 30 minutes later, reporting that Velasco-Ruelas allegedly threatened another employee at a gas station in the area of Southeast 122nd Avenue and Southeast Division Street.
