KINGSTON, N.Y. — A report by the Hudson Valley Justice Center calls on the city to continue full rent control under the Emergency Tenant Protection Act, based on the citywide vacancy rate and not just the rate for ETPA buildings.
The center, which provides free legal counsel to low-income groups and non-citizens across the Hudson Valley, said the Commn Council could declare a housing emergency that would continue to stabilize rents for the current total of 979 rent-regulated apartments across 55 buildings based on the 4.55% overall citywide vacancy study in the 2025 survey.
