SHREVEPORT, La. (KSLA) - Franklin Dean spent nearly three months at Caddo Correctional Center (CCC) on a $1.1 million bond he couldn’t afford, describing some conditions as “deplorable” before charges against him were ultimately dropped.

“Steel and concrete is all I can see. Everything is steel and concrete,” Dean said, reflecting on his time at the facility.

Dean says the center was packed with inmates, creating extreme overcrowding that left him without a bed when he got there. He also reported inmates sometimes had trouble accessing spiritual texts like Bibles, and high markups on commissary products made basic items unaffordable for some prisoners.

One wrong move, and Dean says some of the correctional staff would inflict harsh punishments.
