The Election Commission of India will conduct phase two of the Special Intensive Revision of electoral rolls in 12 States and Union Territories, Chief Election Commissioner Gyanesh Kumar announced on Monday (October 27, 2025).
CEC Gyanesh Kumar said that phase-II of SIR in 12 states/UTs to cover 51 crore voters and the enumeration process to begin on November 4.
Mr. Kumar said that draft rolls to be published on December 9; final electoral rolls on February 7.
SIR in 12 states
The states and Union Territories are: the Andaman and Nicobar Islands, Lakshadweep, Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal.
