By the standards he set for himself, Prime Minister Mark Carney is losing the ongoing trade war with U.S. President Donald Trump.

To be clear, we want the prime minister to succeed for the economic benefit of all Canadians.

But a clear-eyed examination of the record indicates the opposite has happened. When he won the Liberal leadership race in March, Carney, referring to Canada’s victory in the 4-Nations Face Off by defeating the U.S. in overtime, said: “Canadians are always ready to drop the gloves. So the Americans should make no mistake, in trade as in hockey, Canada will win.”

Later that month, he said: “We will fight the U.S. tariffs with retaliatory trade actions of our own that will have maximum impact on the U.S. and minimum impacts here in Canada.”
