On Monday, the board reached its final decision to decline parole. Four board member votes were needed to reach a final decision.
Rogers’ case will be reviewed again in October 2030, the board said.
To improve the chances of parole at his next hearing, the board recommended that he complete educational and vocational programming, maintain positive institutional behavior and complete a release plan that meets his mental needs.
