Hurricane Melissa has hit eastern Cuba, causing flooding due to the damaging winds and heavy rain.
The National Hurricane Center (NHC) issued an update at 5 a.m. ET on Wednesday, Oct. 29, confirming that the storm, which is believed to be the most powerful tropical cyclone so far this year, was generating wind speeds of 115 mph, but was traveling at 12 mph.
