SALEM, Ohio (WKBN) -- A man is in the Columbiana County Jail, unable to post bail, after reports state he broke into a Salem home and then led police on a brief foot pursuit.
Philip Kelly is facing a second-degree felony charge of burglary, as well as misdemeanor charges of obstructing official business and resisting arrest.
An incident report states a man living on N. Lincoln Avenue called the Salem Police Department just before 2 a.m. Monday, after a suspect had shattered his front glass door and entered his home.
After breaking in, reports state the suspect, who was identified as Kelly, then ran from the house after the owner confronted him.
Police found Kelly walking on Superior Avenue near East 7th Street and ordered him to stop, but Kelly ran, sparking what police described as a
