PORTLAND, Ore. — Two people were arrested Monday in connection with a rise in copper thefts that have caused more than $2 million in losses and damage across Portland, police said.

Copper, which can be stripped from wiring found throughout the city, has become a frequent target for thieves.

"These thefts have significantly disrupted communication services — particularly landline connections — and impacted local businesses and emergency response systems," Portland police said.

The investigation began after multiple reports of underground communication lines being cut and removed at night in several areas, including Northeast 162nd Avenue and Northeast San Rafael Street, Northeast 102nd Avenue and Northeast Fremont Street, and Southeast 111th Avenue and Southeast Foster Road.
