PORTLAND, Ore. — A member of Portland City Council plans to introduce an ordinance that could punish the landlords of detention facilities in the city for disruptions that impact the surrounding area — a proposal which is careful to avoid naming Immigration and Customs Enforcement.
Protests outside the ICE building have been ongoing for more than six months now, becoming the norm for those who live and work in this small corner of the South Waterfront district.
"I myself have been out there protesting when they've gassed, like, all the way down the block and protesters were running telling neighbors to, like, close your windows, you know," said Holly Brown, with the local protest group Portland Contra Las Deportaciones.
