LANSING, Mich. (WLNS) -- Michigan and 11 other states are suing multiple federal agencies, accusing them of "interfering" with already approved grants to the states for "emergency management, disaster relief, and homeland security operations."

The lawsuit names the Department of Homeland Security (DHS) and its secretary Kristi Noem and the Federal Emergency Management Agency and its current administrator David Richardson as defendants, alleging that the Trump administration has attempted to shift the "burden of emergency management" to the states.

The states claim that the federal government did so by repeatedly denying or restricting requests to declare an emergency, withholding grant funding, and imposing irrelevant and allegedly unconstitutional terms on those receiving said grants.
