Crews in San Jose on Friday will begin clearing another homeless encampment — and sending a bill to the state.

It’s a new partnership aimed at discouraging unhoused people from setting their things up while the city and state decide who’s responsible.

The city and Caltrans now have a “delegated maintenance agreement,” formalizing the collaboration they’ve had for a number of years that allows city crews to maintain parts of the state highway system then sending the bill to Caltrans for some of the cost.

The mayor’s office says it’s about efficiency — not only clearing the land but also connecting unhoused people with services so they can move toward stable housing.
