SHREVEPORT, La. — Caddo Parish may soon allow alcohol in a parish park -- but just one, and only inside its newest event facility.
At Thursday’s regular session, the Caddo Parish Commission introduced Ordinance 6599 of 2025, a proposal to amend parish code and permit alcohol at events inside the Walter B. Jacobs Event Center, north of Blanchard. The rest of the parish’s park system would remain dry.
The parish clerk read the introduction for its amendment stating it's "relative to alcohol and drunkenness in parish parks, and otherwise providing with respect thereto.”
Under the ordinance, alcohol would be allowed only inside the Walter B. Jacobs Event Center under a signed contract -- not throughout parish parks -- according to the measure approved by parish attorney Donna Frazier. Bans
