FORT WORTH, Texas — As states begin issuing full November SNAP benefits, an appeals court says it will not block a judge’s order requiring the Trump administration to fully fund the program.

The U.S. Department of Agriculture, which operates SNAP, told states Friday it is working to release the full benefits this month after a federal judge ruled that the administration must restore payments disrupted by the ongoing government shutdown. A USDA memo says payments could begin as soon as today.

Even with that glimmer of hope, the impact of the delay has already been felt by families across North Texas.

At Child Care Associates daycare centers across Tarrant County, take-home meals were offered at all 15 of its centers to help parents who have not received their SNAP benefits.
