The Honolulu Authority for Rapid Transportation, the rail agency beset with early failure but more recently buoyed by success, is eyeing an extension of life beyond its current 2031 sunset date, ostensibly to complete work on enlarging Skyline’s operating scope to Ala Moana Center, and beyond. With billions of dollars already sunk into the rail project, and a so-far middling return on investment, some might be calling for HART’s end in 2031. But that would be premature.
