PORTLAND, Ore — Dozens of flights at Portland International Airport were canceled Monday after the Federal Aviation Administration ordered a reduction in flights to ease strain on air traffic controllers. Over the weekend, flights were cut by 4%, a figure expected to rise to 10% by the end of the week.

Meanwhile, Pacific Northwest senators remain opposed to a short-term spending bill to reopen the federal government. In the initial vote, the Senate approved the measure 60-40, but health care — a key sticking point — will be voted on later.
