A routine Pittsburgh City Council meeting turned tense Monday after an email from City Planning Director Jamil Bey accused Councilwoman Theresa Kail-Smith of pursuing policies he believes are in the same vein of those promoted by President Donald Trump.

Council members met with Mr. Bey and other planning department employees Monday to discuss the city’s controversial comprehensive plan, but the focus of the meeting quickly shifted when Councilman Bobby Wilson questioned Mr. Bey about the email.

The email, sent to community members, claimed proposed changes to the city’s Registered Community Organization program were an attempt by Ms. Kail-Smith “and her allies” to “make Pittsburgh great again.”

Mr. Wilson, who was incensed over the email, called it “appalling” and “unacceptable.”
