A 22-year-old Fridley man has been charged with criminal vehicular homicide in a fatal St. Paul crash early Wednesday.

Charges allege Musab Ibrahim Kosar was speeding at speeds over 100 mph in a Tesla shortly before he exited I-94 onto Dale Street and t-boned a Toyota RAV4 driven by Benjamin Michael Villano, 31, who was pronounced dead at the scene.

Around 2 a.m. Wednesday, a Minnesota State Patrol trooper saw Kosar's Tesla traveling 84 mph on I-94, almost 30 mph over the limit, and started following the speeding vehicle without turning on the squad car's lights or siren. The trooper briefly lost sight of the Tesla after it turned off its own lights and exited the highway onto Dale Street.
