TUCSON, Ariz. (13 News) - The Tucson City Council moved forward in the process of creating a business improvement district on Fourth Avenue during a study session on Tuesday.
The council voted to form a steering committee composed of business and property owners, residents, and community leaders to participate in creating the El Corazon de Tucson BID. A BID is a designated area where property owners agree to pay an additional tax to fund public improvements and services.
Jenny Rice, owner of Café Passe , said the historic district needs investment to thrive. Rice took over the cafe nine years ago, but it has been around for two decades.
“We have to keep it going. It’s a historic district and we need to see it thrive,” Rice said.
