Ontario Premier Doug Ford's government is preparing to introduce legislation that mandates individuals accused of crimes to pay a cash security deposit upfront when granted bail. This proposal aims to enhance compliance with bail conditions and reduce the number of repeat offenders. Attorney General Doug Downey announced the initiative during a press conference at Toronto Police Headquarters. He stated, "We need a stronger bail system that puts the safety of innocent people first, and prevents dangerous offenders from cycling in and out of custody." Currently, individuals released on bail with a promise to pay only forfeit their cash if they violate their bail conditions and the court orders payment. Under the new system, the cash deposit would be required at the time of release and would be refunded at the conclusion of the case if all conditions are met. In addition to the cash requirement, Downey and Solicitor General Michael Kerzner outlined other measures to strengthen the bail system. These include improved digital tools for tracking repeat offenders and the expansion of bail prosecution teams that collaborate with police on serious and violent crime cases. Kerzner emphasized the need for these changes, stating, "We’re coming forward again with bold, innovative and practical solutions to enhance our public safety." The proposed legislation is part of a broader effort to reform the bail system in Ontario. The ministers highlighted that while overall crime rates are declining, there is an alarming increase in gun-related offenses among youth. Toronto Police Chief Myron Demkiw remarked, "Now is not the time to slow down." The bill is expected to be tabled soon, and officials believe it will make a significant impact on public safety and the effectiveness of the justice system in Ontario.
