Rick Cotton, the executive director of the Port Authority of New York and New Jersey who has helped oversee a transformative era at the agency, is retiring in January.

Former New York Gov. Andrew Cuomo tapped Cotton nearly nine years ago to lead the bistate agency. In close partnership with Kevin O'Toole, a New Jersey-appointed chairman of the Port Authority board, Cotton has led the agency — which oversees the region's airports and ports, and many of its tunnels and bridges — through an era of massive infrastructure projects.
