A Portland man is accused of making threats to federal officers online and outside Portland’s U.S. Immigration and Customs Enforcement building, where he’s maintained a regular presence.

John Paul Cupp, 45, made his first appearance in federal court Monday afternoon in Portland on a single count of making threats against federal law enforcement.

Cupp also posted hate-filled videos on TikTok calling for the eradication of the Jewish people and stating his denial of the Holocaust, according to a federal affidavit.

The FBI has been monitoring his online activity since at least late May 2024 because of frequent complaints to the bureau from the public about the “violent nature” of his statements about the Jewish community and U.S. government, according to the affidavit.
