A new budget year begins Dec. 1 in Livonia, but there's a key element the budget won't include: money that city officials say they need to make much-needed facility improvements.
After Livonia voters rejected by a 2-1 margin a $150 million bond issue to update a wide range of city-owned buildings, including constructing a new police station, city officials are still figuring out their next steps.
