I am deeply concerned with the management, or lack thereof, of municipal solid waste, including recyclables.

When attempting to correct continuous and evolving problems, a caller to city hall is invariably referred to the contractor. This process is totally unacceptable since city council was elected to take care of matters on behalf of the citizens.
