What do politicians mean by ‘affordable’?

It’s time to make the politicians who are yammering about “affordability” explain exactly what they mean. For instance, if I go to the fanciest restaurant in town and order all the most expensive stuff, but my friend picks up the tab, should I consider that an “affordable” meal? Just asking.
