LOUISVILLE, Ky. — With freezing temperatures moving into the state this week, outreach groups in Louisville are stepping up to protect people experiencing homelessness from life-threatening conditions.

For nearly 10 years, Hip Hop Cares has had a weekly presence in downtown Louisville. Jeff Gill, founder, said the cold can put lives at immediate risk.

“It can literally be the matter between life and death or saving a limb," he said. "Frostbite’s real.”

On cold days, Gill said the group focuses on survival gear that keeps people warm and dry.
