PORTLAND, Ore. — The Portland City Council voted 9-2 on Wednesday to start charging detention centers a fee to counteract the "unique costs" they may pose to the city.

Although the new policy doesn't specifically name the Immigration and Customs Enforcement (ICE) facility in South Portland, Councilor Angelito Morillo, who initially proposed the ordinance, confirmed it would apply to that facility.

"By creating an ongoing impact fee tied to the documented impacts of such facilities, this Chapter ensures that taxpayers, Portland families, are relieved from subsidizing the costs that arise from this highly specialized land use," the policy reads in part.
