Winnipeg planning officials say the city is under no obligation to follow a provincial board’s attempt to give the Granite Curling Club an effective veto over a proposed housing development on its neighbouring parking lot — clearing the way for council to approve long-delayed rezoning for an 111-unit apartment complex.
A new report heading to the executive policy committee (EPC) on Dec. 9 says council is legally entitled to proceed with second and third reading of the zoning bylaw for 22 Granite Way without adopting the Manitoba Municipal Board’s November recommendation that the club be granted sign-off power on any future development permit.
