A convicted child predator and registered sex offender accused of twice attempting to perform a sex act with a dog through a fence in Lancaster has waived his preliminary hearing, allowing his case to move forward to county court, the District Attorney’s Office announced on Thursday, Dec. 4.

Troy Allen Putt, 53, of the 900 block of Union Street, is facing Misdemeanor Indecent Exposure and Misdemeanor Open Lewdness charges, according to court records and police.

Shocking Acts Involving a Dog in Lancaster Yard

The original incident occurred on Sunday, May 25 at around 8:15 p.m., when a resident spotted a man—later identified as Putt—sticking his genitals through a fence and attempting to lure a dog in a sexual manner on the 1st block of Wise Avenue, police said. He fled before officers arrived.

Then, months later, on Saturday, Aug. 9, the same man returned and allegedly tried the same behavior. Although he again left before police arrived, the eyewitness captured photographs of the suspect, which were later shared with the public. A community member recognized Putt and alerted authorities.

He was arrested and charged on Oct. 20, and released on $2,000 unsecured bail, with conditions barring him from contacting the victim or returning to the Wise Avenue property.

Registered Sex Offender On Megan’s Law List

Putt is listed on Pennsylvania’s Megan’s Law registry and has been a registered sex offender since 2019. His past convictions include:

  • Felony Aggravated Indecent Assault – Offense date: June 18, 2000
  • Misdemeanor Indecent Assault – Offense dates: June 1 and June 18, 2000
  • Misdemeanor Corruption of Minors – Guilty pleas from Lancaster County cases

Pennsylvania State Police Megan's Law Sex Offender Registry

He has served multiple sentences for sex crimes involving children, with convictions dating back to the late 1990s.

Prosecution Moving Ahead

Judge Adam Witkonis accepted Putt’s waiver of the preliminary hearing on Nov. 13. The case is being prosecuted by Assistant District Attorney Samantha Tropp, and Det. Micaela Heckman of the Lancaster City Bureau of Police filed the charges.
