WHITESBURG, Ky. — The widow of District Judge Kevin Mullins has filed a civil lawsuit against former Letcher County Sheriff Shawn Mickey Stines and three sheriff’s office employees.

The lawsuit stems from the 2024 shooting death of Judge Mullins in his chambers. It accuses Stines and three deputies of negligence and accuses the deputies of failing to warn Judge Mullins about Stines’ “concerning and dangerous behavior”.

The lawsuit includes multiple counts against each defendant, including assault and battery against Stines and negligence claims against all four defendants.

Kimberly Mullins is seeking damages for loss of consortium and other punitive damages.

Two motions to dismiss this lawsuit have been filed; the most recent was last month.
