The ruling centers on Langevin's First Amendment claims following his censure, which imposed restrictions on his ability to speak during certain parts of meetings and limited his power to add items to the agenda.
A judge ruled that Langevin cannot be restricted from speaking and does not need a consensus from the council to introduce items for consideration on the agenda.
