A man has been charged with the attempted murder after firing "numerous shots" towards police and bystanders using an "assault-style rifle" near the Mall of America last week.
Joshua Rocha, 21, of Savage, was shot in the hands by officers who had returned fire during the traffic stop on Killebrew Drive, just south of the MOA, at around 10:30 p.m. Wednesday, Dec. 3.
The criminal complaint says police tried to stop Rocha as he was driving the wrong way on westbound Killebrew Drive at "slow speeds."
Police were able to stop the vehicle, and received assistance from three witnesses.
The driver, later identified as Rocha, allegedly refused to exit the vehicle, but one of the witnesses saw he was moving around inside, and then saw he appeared to be in possession of a "large assault-style rif
