CLAYTON, Mo. – A St. Charles-based contractor is accused of taking tens of thousands of dollars from a client and not delivering or installing home cabinetry.

According to the Kirkwood Police Department, the victim paid Frank E. Jackson $38,910 between April 25, 2023, and July 1, 2023.

Police said Jackson acknowledged receiving the payments and providing a receipt to the victim.

According to investigators, Jackson was supposed to deliver and install kitchen cabinets at the victim’s home within six weeks. Jackson never delivered the cabinets and did not refund the payment.

The St. Louis County Prosecuting Attorney’s Office charged Jackson with one count of stealing – $750 or more. Jackson was issued a criminal summons and ordered to appear in court on Tuesday, Sept. 16.
