Halton Region has more than 25,000 new housing units approved and ready for construction, according to the region’s 2025 Enhanced Growth Monitoring Report.

The report outlines development activity across Halton, revealing the number of homes that have completed the municipal approvals process and are cleared to go ahead. But while the approvals are in place, many of the units remain unbuilt — stalled, officials say, by market conditions rather than municipal delays.

At a regional council meeting on July 9, Burlington Mayor Marianne Meed Ward pushed back against criticism that cities are holding up housing starts.
